MAY 5, 2010 MEETING MINUTES
I.
Welcome and

President
Pulido called the meeting to order at 7:32 p.m.

Approval of Minutes
A motion
was made and seconded to approve the April 7, 2010 DFNA
minutes. The
motion passed with the following corrections:
1)
Section V. Mayor’s DFNA Liaison: The last bullet
shall be deleted which dealt with the Mayor’s State of
the City. It
appeared by mistake referencing a previous month.
2)
Section VII New Business & Neighborhood News:
Regarding the Dearborn Farmers & Artisans Market, the
correct start time of the May 6th meeting for
volunteers was 2:30 p.m. not 2:00 p.m.
III.
Treasurer’s Report
Treasurer Nikodem
reported a balance of $924.43 ending April 2010.
Discussion took place regarding DFNA voting.
Individuals who are represented by a paid-active
neighborhood association are not allowed to vote on an
individual basis even if they choose to pay dues as
individuals. Charlene
Sharp objected to this By-Laws item saying that there are
times when neighborhood association representatives are
not present or vote contrary to an individual’s choice.
Charlene requested that the By-Laws be changed to
allow individuals to vote even though they are represented
by an association. It
was pointed out that the DFNA is a federation of
associations and not of individuals.
President Pulido stated that the matter would be
reviewed by the DFNA By-Laws Committee.
IV.
Guest Speaker, Bruce Yinger, Dearborn
Superintendent
Superintendent
Yinger spoke about Dearborn’s new trash and recycling
containers.
·
The City will begin a new method of trash,
recycling and yard waste collection in July 2010.
·
A seven year contract has been signed with Republic
Waste Services.
·
The new type of collection encourages more
recycling and the reduction of blowing litter.
·
Dearborn households will receive a gray trash
container and a dark green recycling container.
·
The containers have wheels and handles making
rolling easy.
·
They are to be placed on the easement, NOT on the
street. The
handles are to face the house.
·
The containers have hinged lids which will keep out
pests, reduce odors & prevent blowing litter.
·
The carts will be delivered to each Dearborn
household starting in mid May.
·
Starting the week of July 5, the new collection
process will begin using the new carts.
·
Recycling will take place every other week.
·
Recycling schedules will be included in a packet
that will be delivered to each household.
·
Sorting or bundling of recyclables will no longer
be necessary. Recyclables
may be placed loose inside the cart.
The system is a “single-stream” recycling
method. Sorting
of the items will take place at the recycling facility.

V.
Mayor’s DFNA Liaison
John
Cascardo, Assistant Director of Residential Services
representing Mayor John B. O’Reilly, took questions from
DFNA members. Items
brought up dealt with Dearborn animal control (wild dogs),
rental properties (problems with unregistered rentals),
the CSO (on schedule), tree ordinance (copies distributed)
and the Nixle system (police to send alerts).

Old Business
Mary
Petlichkoff: Neighborhood Associations Blueprint
Subcommittee
Mary
reported that this subcommittee met on April 21st.
One of their goals is to develop a template of
neighborhood association basics such as:
§
Organizing neighborhood associations
§
Member recruitment; how to connect with neighbors
§
Obtaining tax I.D. numbers
§
Accounting – proper spending of dues
§
Writing By-Laws
The
subcommittee might also put together a set of commonly
asked questions and answers regarding neighborhood
associations. She
added that perhaps the DFNA By-Laws could be changed to
reflect a stronger leadership role by assisting in the
development and growth of neighborhood associations.
Ned
Nikodem: Dearborn Farmers & Artisans Market
Ned
encouraged volunteering at the Dearborn Farmers &
Artisans Market. Volunteers
will work two hour shifts helping to set up, distribute
flyers, provide information, assist customers, etc.
The Market will run from the first Friday of June
through the last Friday in October.
A volunteer meeting will take place at 2:30 p.m. on
May 6th at the Chamber Conference Room of the
Bryant Branch Library.

VII.
New Business & Neighborhood News
Charlene
Sharp spoke about the growing presence of the movie
industry in Michigan and locally in Dearborn.
Filming has taken place at Dearborn restaurant
Leon’s. Jim’s
Place was scouted for a possible diner scene in a movie. Famous actors such as Pierce Brosnan, Clive Owen and Marisa
Tomei have been spotted around town.
Tom Arnold’s film includes a Ford Capri car owned
by Dearborn resident, Joshua Sharp.

Adjournment
A
motion to adjourn the meeting was made; meeting ended at
9:10 p.m.
The next DFNA meeting will take place on
Wednesday, June 2, 2010 at 7:30 p.m.
